Con la liberación de Albert Santiago Du
Bouchet, en el país ya no queda ningún periodista encarcelado
El
periodista Albert Santiago Du Bouchet llegó a España el 8 de abril de 2011, junto con otros 36 compatriotas suyos que
acababan de salir de prisión con la condición de dejar el país como exiliados.
El director de la agencia informativa independiente Habana Press estaba encarcelado desde el 18 de abril de 2009 y
purgaba una pena de tres años de prisión por “desacato”. Su liberación ocurre
un mes después de la excarcelación de los últimos periodistas disidentes de la
“Primavera Negra” de marzo de 2003 que aún permanecían en prisión (http://es.rsf.org/cuba-liberacion-del-ultimo-periodista-07-03-2011,39687.html).
Ahora, en Cuba ya no hay ningún periodista tras las rejas.
“Aunque esté
acompañada de un exilio forzado, la puesta en libertad de Albert Santiago Du
Bouchet tiene un eco particular si recordamos que Cuba era aún hace un año una
de las principales prisiones del mundo para periodistas, junto con China, Irán
y Eritrea. Se trata de un paso importante del que tomamos nota y que tomaremos
en cuenta”, celebró Reporteros sin Fronteras.
“Sin
embargo, esta muestra de apertura no exime de ninguna manera a las autoridades
cubanas de cumplir sus compromisos internacionales, adquiridos en 2008 con la
firma de dos pactos de la ONU sobre los derechos civiles y políticos –en espera
de ratificación–. La aceptación del pluralismo; la autorización de una prensa
que funcione libremente, sin el control del Estado; el final de la represión
por delitos de opinión; el acceso de todos los cubanos a un Internet sin
filtros, traducirán estos compromisos en hechos”, afirmó Reporteros sin Fronteras.
Por su
parte, la comunidad internacional debe alentar el proceso de apertura de la
isla. Reporteros sin Fronteras llama de nuevo al levantamiento
del injusto embargo que Estados Unidos ha impuesto a Cuba desde 1962. A nivel
europeo, la organización también sugiere una reevaluación de la postura común
que condiciona la normalización de las relaciones diplomáticas al respeto de
los derechos humanos en la isla.
La
“apertura” de las autoridades cubanas posee aún verdaderos límites, teniendo en
cuenta el número, aún elevado, de arrestos y detenciones breves infligidas a
los disidentes que se atreven a reclamar más libertad. La prensa extranjera
tampoco está exenta. Así, el 7 de abril de 2011 Carlos Hernando, colaborador
del grupo de prensa español Intereconomía
y autor de un cortometraje sobre el periodista disidente Guillermo Fariñas, fue interpelado y
detenido durante cinco horas en La Habana. Acusado de “actividad
contrarrevolucionaria”, recibió la orden de dejar la isla en 48 horas.
Guillermo Fariñas, quien recibió en 2010 el Premio Sakharov del Parlamento
Europeo, padece desde esta semana arrestos domiciliarios, tras un nuevo
movimiento de protesta en Santa Clara.

No more journalists left in
Cuban prisons after dissidents flown to Spain
There
are no longer any journalists in prison in Cuba. The last one was Albert Santiago Du Bouchet, who arrived
in Spain today along with 36 other Cuban dissidents who were released on
condition that they agree to go into exile.
The
head of the independent Habana Press
agency, Du Bouchet had been detained since 18 April 2009 and was serving a
three-year jail sentence on a charge of “disrespect for authority.” His
landmark release comes one month after the last dissident journalists still
held since the March 2003 “Black Spring” crackdown were freed (http://en.rsf.org/cuba-does-last-black-spring-journalist-07-03-2011,39686.html).
“Although
Du Bouchet has had to go into exile, his release takes on particular
significance when you remember that just a year ago Cuba was still one of the
world’s biggest prisons for journalists, alongside China, Iran and Eritrea,”
Reporters Without Borders said. “We welcome this important step and we will
keep it in mind.
“However,
this conciliatory gesture does not in any way exempt the Cuban authorities from
the requirement to honour the international undertakings they gave in 2008 by
signing two UN conventions on civil and political rights, which are still
pending ratification. To fulfil these obligations, they must accept pluralism,
allow media to operate outside state control, stop suppressing free speech and
grant all Cubans access to an unfiltered Internet.”
The
international community, for its part, must encourage Cuba’s political
evolution. Reporters Without Borders reiterates its call of the lifting of the
unjust US embargo of Cuba that has been in place since 1962. It also urges the
European Community to review its “common position” on Cuba, which conditions a
normalization of diplomatic relations on respect for human rights.
The
Cuban government’s “opening” is still extremely limited. This can be seen in
the still high number of brief arrests of dissidents who dare to demand more
freedom. The foreign media is not spared either.
Only
yesterday, Spanish journalist Carlos
Hernando, a contributor to Spain’s Intereconomía
media group and the maker of a short documentary about Cuban dissident
journalist Guillermo Fariñas, was
arrested and held for five hours in Havana. Accused of “counter-revolutionary
activity,” he was ordered to leave Cuba within 48 hours.
Fariñas,
the 2010 winner of the European Parliament’s Sakharov Prize for Freedom of
Thought, was placed under house arrest restrictions this week in his home town
of Santa Clara after new protests there.

Le journaliste Albert Santiago Du Bouchet a gagné l’Espagne, le 8 avril 2011, avec
36 autres compatriotes tout juste sortis de prison en contrepartie d’un départ
en exil. Le directeur de l’agence de presse indépendante Habana Press était incarcéré depuis le 18 avril 2009 et purgeait
une peine de trois ans de prison pour “outrage”. Cette libération intervient un
mois après celle des derniers journalistes dissidents victimes du “Printemps
noir” de mars 2003 (http://fr.rsf.org/cuba-liberation-du-dernier-journaliste-07-03-2011,39685.html).
Désormais, Cuba ne compte plus aucun journaliste derrière les barreaux.
“Bien qu’elle s’accompagne d’un exil
forcé, la remise en liberté d’Albert Santiago Du Bouchet prend une résonnance
particulière, quand on se souvient que Cuba était encore il y a un an l’une des
premières prisons du monde pour les journalistes, aux côtés de la Chine, de
l’Iran et de l’Érythrée. Il s’agit d’un pas important, dont nous prenons acte
et dont nous tiendrons compte”, s’est félicitée Reporters sans frontières.
“Néanmoins, ce gage d’ouverture ne
dispense en rien les autorités cubaines d’honorer leurs engagements
internationaux passés en 2008 avec la signature – en attente de ratification –
des deux pactes de l’Onu sur les droits civils et politiques. L’acceptation du
pluralisme, l’autorisation d’une presse fonctionnant hors du contrôle de
l’État, la fin de la répression pour délits d’opinion, et l’accès de tous les
Cubains à un Internet non filtré devront traduire de tels engagements en
actes”, a déclaré Reporters sans frontières.
A son tour, la communauté internationale doit
encourager le processus d’ouverture. Reporters sans frontières en appelle de
nouveau à la levée de l’embargo injuste imposé par les États-Unis à Cuba depuis
1962. L’organisation suggère également, au niveau européen, une réévaluation de
la position commune qui subordonne la normalisation des relations diplomatiques
au respect des droits de l’homme dans l’île.
L’“ouverture” des autorités cubaines
souffre encore de réelles limites, compte tenu du nombre toujours élevé
d’arrestations et de brèves détentions infligées aux dissidents qui osent
réclamer davantage de liberté. La presse étrangère n’est pas épargnée non plus.
Ainsi, le 7 avril 2011, Carlos Hernando, collaborateur du groupe de presse
espagnol Intereconomía et auteur d’un court-métrage sur le
journaliste dissident Guillermo Fariñas,
a été interpellé et détenu pendant cinq heures à La Havane. Accusé d’“activité
contre-révolutionnaire”, il a reçu l’ordre de quitter l’île sous quarante-huit
heures. Lauréat en 2010 du Prix Sakharov du Parlement européen, Guillermo
Fariñas est quant à lui sous le coup d’une mesure d’arrêts domiciliaires depuis
cette semaine, après un nouveau mouvement de protestation à Santa Clara.
